From a young age, Chan Wah (Sean Lau) and his best friends La Ba (Gordon Lam) and Kitty (Zhang Jin) build a tough reputation on the streets, and they soon get into drugs. Chan watches over a drug den in the Kowloon Walled City while secretly selling on the side, but his double dealing leads to trouble with both the mob and the police. His drug addiction and recalcitrant ways eventually cause him to lose his family, his girlfriend and his freedom. After serving time in prison, Chan finally resolves to not only clean himself up, but also to help others kick the habit. As time passes, he emerges as a community leader and even a mediator for the underworld, but there are some problems even he cannot fix.
