Aspiring to change the world, opposition party politician Kim Woon Bum (Sol Kyung Gu) joins hands with election strategist Seo Chang Dae (Lee Sun Kyun) to run for office. Despite starting out in an unfavorable position, Kim comes out ahead thanks to Seo's unconventional strategies, and he becomes the party's candidate for the presidential election. The campaign makes an all-out effort for the election, but one day, Seo becomes the suspect in an explosion incident at Kim's home.
