Wong Jing brings a thematic sequel to his 2009 Hong Kong crime drama I Corrupt All Cops about police corruption and the establishment of the ICAC in the seventies. Starring Tony Leung Ka Fai, Louis Koo, Francis Ng, and Gordon Lam, Once Upon a Time in Hong Kong returns to 1973 when corruption and collusion in the Hong Kong police force had become rampant to the point of being institutionalized. No stranger to ICAC-themed films, Louis Koo plays an ICAC investigator again, this time forming a tag team with Gordon Lam. Francis Ng stars as corrupt police Chui Lok and Tony Leung Ka Fai as drug lord Crippled Ho, notorious Hong Kong crime figures previously dramatized in films like I Corrupt All Cops , Chasing the Dragon , To Be Number One and the Lee Rock series. In 1973, the Governor of Hong Kong decides to set up the Independent Commission Against Corruption to combat corruption in the public sector. The first target: the police force. Hank Chan (Louis Koo) and Nash Pak (Gordon Lam) are among the first batch of ICAC investigators. To crack down on corruption, they must bring down the two big bosses Inspector Chui Lok (Francis Ng) and underworld kingpin Crippled Ho (Tony Leung), who collaborate to rule both sides of the law.
